Wage protection (WPS) in Saudi Arabia

Employers in Saudi Arabia pay salaries through Mudad WPS, reporting each payroll run in the WPS file format. Here is how the system works and what AhlanHamad produces for it.

How the wage file is produced

AhlanHamad builds the WPS file from each approved payroll run for Mudad WPS — you review it and send it to your bank. The bank executes the transfers and issues the digitally signed wage file that goes to Mudad. The file reconciles to the payroll run.

Saudi Arabia payroll-compliance calendar

Recurring statutory filings and windows employers in Saudi Arabia plan payroll around (from the AhlanHamad compliance engine):

Saudi WPS is a three-system reconciliation, not a bank file

Paying your team correctly isn't enough in Saudi Arabia. The wage file submitted through Mudad has to agree with the contracts registered on Qiwa, and with the wage records held by GOSI. Three systems, one payroll — and the mismatch is usually invisible until the file is rejected.

Why wage files get rejected

A raise was processed in payroll but not updated on Qiwa or GOSI
The paid amount no longer matches the registered contributory wage.
Overtime, commission or a one-off bonus was folded into basic or housing
The wage components no longer match the expected structure.
Someone joined or left mid-month
The prorated amount doesn't match the full registered monthly wage.
A new hire was paid before their Qiwa contract or GOSI registration completed
The employee is in the wage file but not yet in the system.
A typo in an Iqama number or an IBAN
Automated cross-platform validation breaks on the identifier.

The compliance ratio is arithmetic against GOSI

MHRSD does not measure you against a calendar. It measures a ratio: the employees whose wages were transferred through WPS, divided by the employees registered for your establishment at GOSI. It moves the moment a file is uploaded, and you find out afterwards.

What counts against the ratio

A flagged violation is justified by the employer, the justification goes to the employee, and the employee can accept or reject it in Mudad — the ratio moves with their answer.

Establishments that stay non-compliant have ministry services suspended, after warning. In practice an employer who cannot file cannot transact.

What AhlanHamad does here: one employee record drives the contract, the payroll run and the bank salary file, so the basic salary the file reports is the basic salary the record holds. We don't see the wage GOSI has on record, so keep it matched to the employee record — that mismatch is what costs the ratio while everyone is paid correctly. The bank salary file won't generate while an employee is missing a bank code or a 10-digit National ID or Iqama number, so your bank doesn't bounce it for a blank field. Submitting to Mudad, and registering on Qiwa and GOSI, stay with you.

The rules on this page are stated under Saudi Labour Law article 90 (Royal Decree M/51) and MHRSD's Mudad wage-protection rules, whose file window was cut to 30 days on 1 March 2025.

Frequently asked questions

What is the wage protection system in Saudi Arabia?

Salaries in Saudi Arabia are paid and monitored through Mudad WPS; each payroll run is reported in the WPS file format.

What file format does WPS use in Saudi Arabia?

The wage file AhlanHamad builds is a bank salary file in SNB's AlAhli eCorp upload format, ready to send to your bank. It is not the file Mudad accepts: after the transfers, your bank issues the signed wage file that you upload to Mudad.

When is the WPS deadline in Saudi Arabia?

Saudi Arabia sets no statutory day of the month. Monthly wages are due once a month, on the date agreed in the contract (Labour Law article 90). The deadline that does bite is the file: it goes to Mudad within 30 days of the due date, down from 60 since 1 March 2025.

Does AhlanHamad submit the file to the government for me?

AhlanHamad generates the WPS file from your payroll run, ready to send to your bank — you stay in control of the actual submission. AhlanHamad cannot produce the file Mudad accepts: it is the digitally signed wage file your bank issues after executing the transfers.
